The governor of Osun suspends agency leaders and orders additional inquiries

The immediate suspension of Dr. Niyi Oginni, the Executive Secretary of the Osun Health Insurance Agency (OHIS), and Dr. Adebukola Olujide, the State’s Head of the Primary Healthcare Development Board, has been approved by Governor Ademola Adeleke of Osun State.

In addition, Governor Adeleke instructed the Public Procurement Agency and other pertinent government agencies to immediately begin the process of recouping all unpaid tender fees on contracts, joint venture agreements, and memoranda of understanding to which the State government has been a party in the previous four years.

Following the interim report of the Committee on Contracts and MoU, led by Niyi Owolade, the agency heads were suspended.

Rasheed Olawale, the governor of the State’s spokesperson, released a statement in which the two were charged with flagrant abuse of power, manipulation of public funds, and repeated infractions of agency and public service rules and laws.

The governor announced a comprehensive investigation of the Public Procurement Agency (the Due Process Office) to ascertain the extent of its guilt in the non-remittance of tender fees to the State treasury and contract manipulation over the previous four years, according to the statement, which also revealed that all directives take immediate effect.

“The Committee’s recommendation had exposed the unethical practices of the suspended heads of the OSHIA and the Primary Health Care Board, which included contract awards made without following the proper procedures, non-remittance of the actual tender fee received from contractors, contracts with poor value, like PHCs, and the purposeful splitting of contracts.

The Acting Career Head in Primary Health Care lied under oath when she falsely denied knowledge of all contracts for infrastructure and supplies in the PHCs, resorting to bulk-passing and blame trading. The suspended OHIS boss gave contracts worth several millions of Naira to his own biological daughter and his own private hospital in the Agency he is heading.

The Executive Secretaries of the Osun Health Insurance Scheme, Dr. Oginni, and the Osun State Primary Healthcare Development Board, Dr. Adebukola Olujide, have been recommended for suspension by the Committee on Contracts and MoU due to serious misconduct and failure to pay contract tender costs.

Additionally, the committee said that the pair had unfairly given jobs to their friends and blood relatives.
