On Friday, Enugu State Governor Ifeanyi Ugwuanyi signed the state house of assembly’s 2023 appropriations bill, which was approved at N166,602,4I6,770.00 (one hundred sixty six billion, six hundred and two million, four hundred and sixteen thousand, seven hundred and seventy naira).
Following my presentation of the State’s 2023 budget proposal to the Enugu State House of Assembly on December 15, 2022, Governor Ugwuanyi said that the event marked the completion of the process of appropriating monies for the business of governance of Enugu State in the year 2023.
The governor said, “Through the use of the 2023 budget, dubbed the “Budget of Consolidation and Transition,” my administration aspires to consolidate its successes in numerous state sectors and transition the government of the state to the next administration.”
Governor Ugwuanyi restated his administration’s readiness and preparedness to start the 2023 budget implementation in earnest, with effect from January 1, 2023. He expressed his joy that the State House of Assembly, as always, accorded the budget proposal prompt consideration and approval.
Under the 1999 Constitution of the Federal Republic of Nigeria, as amended, Governor Ugwuanyi noted that “this is also the last time I would be assenting to the full year budget of Enugu State as Governor.” He pleaded with God to “avail us the grace of substantial realisation of the projected revenue in the 2023 budget as well as peaceful atmosphere for its diligent implementation.”
He said “I acknowledge the committed Clerk and other staff of the House whose efforts to the legislative work, though vital, are largely unnoticed.” He also complimented the State House of Assembly’s leadership and members for acting quickly to evaluate and approve the budget.
As a result, Governor Ugwuanyi wished a prosperous New Year to the good people of Enugu State and urged them to continue living in peace and prayer.
The Speaker of the State House of Assembly, Rt. Hon. Edward Uchenna Ubosi, earlier presented the approved budget for the governor’s approval and called it “a wonderful and realistic budget,” noting that important sectors like work, agriculture, education, health, and water resources received sizable allocations.
“It demonstrates that you (Ugwuanyi) are ready to complete all the tasks you began and those you promised the deserving citizens of Enugu State. Your Excellency, it is a highly good one. It demonstrates how reasonable the budget is, he said.
On behalf of his colleagues, the Speaker thanked Governor Ugwuanyi for his unwavering commitment to peace and good governance as well as his outstanding leadership abilities. He also expressed the legislators’ gratitude for the cordial working relationship they have had with the governor, the members of the State Executive Council (EXCO), and other state officials.
For your approval and the benefit of the good people of Enugu State to the glory of God, he said, “On this note Your Excellency, may I invite the Clerk of the House to join me in presenting to you the approved budget of N166,602,4I6,770.00.”
The former chief of staff and candidate of the Peoples Democratic Party (PDP) for the Udi/Ezeagu federal constituency, Rt. Hon. Dr. Festus Uzor, the deputy chief of staff of Government House, Enugu, Prof. Malachy Okwueze, the commissioner for budget and planning, Dr. David Ugwunta, and other members of the State House of Assembly were also present at the event.
