The 25-year-old is welcome to leave Stamford Bridge this summer, but Chelsea demands that his salary be paid for and that a £7 million loan fee be paid.
In 2022, Cucurella moved from Brighton to Chelsea at a cost of £62m.
Chelsea has rejected the £2 million offer from Manchester United for the fullback.
The two clubs are attempting to come to an agreement through negotiations.
The Spaniard is eager to join Erik ten Hag’s Red Devils after leaving Chelsea.
